I've tapped 0-80 in aluminium a fair bit with standard tapping equipment. I make sure to start the tap using the drill chuck after drilling the hole and before moving the part.
If you really want Scale bolts American Model Engineering is the only source but the price is scary. Not overpriced because the demand is so slow but over what I am willing to pay.
Yes, you can buy USA made quality socket head cap screws for better price than scale, but on a 1800's beam engine or 1920's scale locomotive??? Not on mine.

Most early stationary steam engines used studs and square nuts which are quite easy to replicate from standard stock materials. I'm not sure about locomotives but I would think that they were the same.
