Actually making your own cutters is not that difficult. I have used the cutters made according to:

They work well and there is only minor material costs and some time. A cheap spin indexer for about $50 works well for indexing as long as the number of teeth is in 1° increment, no .5° increment etc.
I've made different indexing plates for the spin index so there isn't even that restriction.

I have also done that. I finally got a set of cheap <$35 index plates for my rotary table so that is what I use now. I have even made some weird DP gears. I had a situation where I wanted a 1:10 ratio in a given space and made gears to fit that. Worked jut fine.
 
I'm looking for a good book of plans to build small bore (-1") steam and /or gasoline engines. This is going to be a Christmas gift from myself to myself. I don't want a book of "basic" plans, as I have these books and have built any number of small engines. Not looking for train plans, I want stationary engines. I've tried googling what I want, but Google has become so loaded down with crap that I can't find anything. All suggestions are welcome.----Brian

Buy a pair of gears from China. Usually enough there for a spare set as well. Cost maybe $30 delivered and who knows unless you tell them as most are internal anyhow.

I have used the technique Gordon linked to make a gear cutter. It works very well.
Check the DP of the Webster gears, I think they may be 32 DP, so if you buy a cutter, you probably want 32 DP.
I have also used the method Philip Duclos describes and it is for a single point cutter which will certainly work, but the multi tooth cutter works better.

Today I finally got to order "The engines of Doug Kelley". I have tried twice previously to order this book, and kept getting a pop up saying "Can not ship to this address". Today my wife, who is much cleverer than I am, was able to order it specifying UPS delivery. This ended up costing me $69 Canadian funds, for a $28 book, but Hey, it has been ordered and is being sent to me.---Brian
 
Two Shop Masters - Frank McLean and Phillip Duclos - has 6 more engine plans in it.
Used on Amazon - $11.35.

It might cost you even more once UPS is done with you if that amount represents the shipping component. Its common (likely) to get a +35$ charge later in the mail for 'customs processing' even though its a box of 0$ value air & customs rate is 0%. You see, their time to assess these amounts is worth that kind of charge. In future, try to ship USPS (United Postal Service) if they will send that way, not UPS (the brown truck pirate courier). Books/printed matter sometimes gets a lucky break but all depends on how they box it & phase of the moon. Good luck.
