After several frustrating attempts I realized I had the wrong flux. Too low of an operating temperature for the silver solder I was using so it kept turning to carbon before the solder could flow. Talked with a guy at work who had more experience with this and did some back searching in this forum and realized what I needed. Got the right stuff and was able to make the part I needed.
Now just need to machine a curve into the top to mate to the crankcase, braze that together, and I'll be back on track. Thanks everyone for your help it is appreciated.
