So I decided to forget about the measurements and chuck up a one inch piece of bar stock eight inches long and turn it and face it.
What I found was that I have a .0005 difference or in diameter and about the same on the facing so I am happy with that.
Prior to disassembling the entire machine, cleaning and lapping with the exception of head stock I was getting a .003 difference.
I found very small particles of shavings and dirt between the spindle and chuck adapter plate as well as between the adapter plate and chuck itself. I also found the gibs to be loose and the slide surfaces full of grit and grease which I suspect worked there way in because of the looseness of the gibs.
I think I am now ready to turn some simple parts.
