four cycle engine identification

Hello,
I just receive this interesting engine, it is unknown to me.

Is it made from a known plan or is it a one of a kind from the brain of a skilled machinist?

Maybe somebody will identify it?

Personally it looks like a one off design, but a nice one at that! Interested to hear if anyone else can identify.
