The steam chest plans show a #5-40 threaded hole in the side of the steam chest. Is this the exhaust? Why is it threaded. Can't see any other parts that look like they might thread into this 5-40 hole.

...or, is this the intake and the hole in the side of the cylinder is the exhaust. I think I had them confused.
Please explain if you've built one.

It is the steam/air connector.

The hole on the side of the cylinder block is the exhaust.

Edited to add:
If I recall correctly, the Grasshopper's plans does not actually show a drawing for making the air/steam connector; you have to make that to suit your own needs. This is how I made mine.

I had made the connector. Once I realized that the inlet was on the steam chest and the exhaust was on the cylinder all was clear.
They are now correctly fitted, the engine spins very smoothly by hand but at this point does not run.
I removed the cylinder head and rotated the flywheel and the air comes out at the proper point of rotation so I believe I have the timing correct.
I have cranked the pressure to 20+ and it feel like it wants to run. More troubleshooting follows
