Does any one know what the requirements for a lathe with 7" swing mean?
7" over the ways or 7" over the cross slide? ???

Swing is almost always described relative to the ways, not the cross-slide. In the USA, a swing of X inches means that a part with a diameter of X inches can be accommodated. In Europe, a swing of X inches means a part of diameter 2*X inches can be swung on the lathe.

Hello,

If you are considering building this 9 cylinder radial engine from Ageless Engines http://www.agelessengines.com/9cyl.htm , then a 9" swing lathe is required. I believe that the original engine was designed and built on a 9" South Bend lathe.
