    Lots of different brand snowblowers use a similar rubber tire against a disk like this for multiple speeds and reverse. Many youtube vids out there on repairing them.

    That sure sounds opposite of what you should expect. Bubbles blowing out means pressure where the carb should be at vacuum. Don't even need a carb in place to develop vacuum at the intake ! Valve timing highly suspect.

    Didn't realize your gas line was 3/8" OD. I am guessing this is for the lines to the cylinders from your carb, not for the fuel tank to the carb.
