The seller does not know anything about it. What does it Measure? Is That some kind of clock? Metric clock? I am confused?

Hey Kel,

I'm going to guess that it is a tachometer. missing the rubber stylus'

one dial counts the revolutions while you time out a minute on the stop watch side.

I am sure you guys are right. I found this while looking at a Tach I won, but the clock side of things threw me off, It all makes sense now.
