Webster valve body/block

This valve body plan makes no sense to me. Anyone have a picture of this or plans that are more straight forward. (I am sure this is my fault, since this is my first engine). Thanks

Here are my parts:

Sorry for the out of focus photo, phone had a lot of trouble focusing on the shiny metal.
I counterbored the middle piece on both sides to clear my valve cages (they weren't perfectly flush) and used metric drill and fastener sizes, but hopefully they give you an idea of where you are going.

I had a quick look and did this 3D cad which should explain , I have left out the valves and springs.
