Rose cutter?

I need to pick your collective brains again. I think I used to have some home made tooling for turning small diameters called rose cutters? they were made from silver steel I think but I cannot remember how they were made (it's an age thing) any ideas. Thanks Colin.. ???
 
What I know as a Rose Cutter could also be called a Hollow Mill. It like an end mill with a hole in the center, put in the tailstock of a lathe you run down on work to leave an a accurate center pin.

Ive seen them made from drill rod, I think in the George Thomas ME book.
