Flywheels size

Is there a formula for figuring out Cylinder to flywheels size?

Looking at making a modified version of this patent.

Here is the formula to calculate the flywhel size.. A big flywheel will keep slow running engine running on low revolution. A small flywheel will give fast accelerating, but bad in low running hence the engine need higher idling revolution.
