It's worth noting that the only person taking shelter is the guy who hides in the doorway of the building in the background.Later you see him calmly walking away.Mind you,if the whole building had collapsed,he'd have been under it!
In this situation,the most sensible course of action would have been to crouch down beside or behind one of the parked cars.
Of course,it's easy to say this in hindsight,but at the time it was a different ballgame.
