And yet not so new. The drill in the video is very similar to the Watts Drill, patented in 1917.

The difference appears to be that the seperate guide needed with the Watts drill has apparently been incorporated into the floating chuck. The interesting question is how the chuck is indexed to drill the hole square to the X and Y axis.
