    The shock hazard of 240v is higher than 120, the potential for arc-over wit degraded insulation and water is also greater. And 220v plugs in the UK have integral fuses, at least the ones I have.

    let's go back to the original question of why the spindle turns at a low RPM - this is important - there is a huge difference between "off" and "zero RPM" to a controller. Off means it is unpowered. Zero RPM means that the motor is fully energized and will resist (to the best of its ability)...
